VIM is one of the most widely deployed AP add-ons in the SAP world and one of the least transparently priced. Four things make a budget number hard to get.
OpenText sells it as Vendor Invoice Management for SAP Solutions. SAP resells the same software as SAP Invoice Management by OpenText. Whichever paper you sign, the code is OpenText ABAP running inside your SAP system, and neither company posts a rate. Buyers routinely get two quotes for the same thing and cannot tell why they differ.
VIM is licensed per transaction per year. You buy a perpetual license sized to the number of invoices you expect to process in a year, then pay maintenance on top of it every year after. If volume grows past what you bought, you buy more capacity. That is a very different budget shape from a per page API rate, and it is why comparisons on the internet rarely line up.
VIM is the workflow engine. Reading the PDF is a different product with its own SKU, sold as the Invoice Capture Center OCR option. Quotes that show only the VIM line understate the software cost by roughly 45 percent before anyone has scanned a page.
First year maintenance runs 23 percent of the license price and escalates 5 percent every renewal year on the contract terms below. Configuration and architect time on the same contract are priced at $268.85 and $290.91 an hour. A VIM rollout is a project, not an install, and the project usually costs more than year one of the software.

Four steps that take you from a vague quote to a number your CFO can sign, using only figures you can point at.
VIM capacity is annual. Take twelve months of actual document counts from your AP system, including credit memos and utility bills, then add whatever growth you expect over the license term. Buying short and topping up later is the normal failure mode.
Tip: Count everything that would enter the workflow, not just the PO invoices. Non PO invoices are usually the larger half.
Add the OCR option at its own per transaction rate. If you skip it, VIM still works, but somebody keys the header fields and the line items by hand before the workflow starts, which removes the reason you bought it.
Tip: Ask the quote to itemize the VIM SKU and the capture SKU. If it comes as one blended number, you cannot benchmark it.
Apply 23 percent in year one and 5 percent growth thereafter. Most VIM business cases quietly compare a five year process saving against a one year software cost, which is where the payback period on the slide comes from.
Tip: Ask whether your paper uses 23 percent with 5 percent escalation or a flat renewal. The two differ by tens of thousands over five years.
Get a per page number for pure extraction and see how much of the gap the SAP native workflow is really buying. Sometimes the workflow is worth every dollar. Sometimes the requirement was clean invoice data in the ledger, and the answer was much smaller than a capacity license.
Tip: Run your ten worst vendor layouts through an extraction tool before the VIM proof of concept, so you know what the recognition step is actually worth.

Read the unit carefully, because it is where most comparisons go wrong. The on premises rows are a perpetual license priced per transaction of annual capacity. Buying 100,000 transactions means paying 100,000 times $1.13 once, then paying maintenance on that license every year forever. The cloud row is a genuine subscription: $0.50 per transaction per year, renewed annually with a 5 percent uplift written into the contract.

Notice what is missing: a volume break. Unlike the cloud OCR APIs, which step down at a million pages, the SAP capture SKUs on this contract are flat per transaction at every volume shown. Scale does not earn you a better unit price on paper. It earns you a bigger negotiation.
OpenText publishes a US list price for its Intelligent Capture bundles, and the same bundles appear on this state contract. Comparing them shows something useful about how much room there is in an OpenText quote.

The discount is identical to two decimal places on every line, which tells you it is a contract wide multiplier rather than a per product concession. The practical reading for a commercial buyer: a large public sector customer with a competitively bid master contract is paying about 6 percent under list. If your quote is deeply below that, look for what has been descoped. If it is at list, there is a documented reference point to bring to the table.
VIM handles the workflow inside SAP, but the scanning and recognition platform is licensed separately, and if invoices arrive as paper or as a mailroom feed you will end up buying pieces of it. These are the contract prices.

At $268.85 an hour, a thousand hours of configuration is $268,850, which on the 100,000 invoice model above is more than year one of the software. This is the line that surprises people, and it is the reason VIM projects are measured in quarters rather than weeks.
These products are not equivalent, and a fair comparison has to say so. VIM lives inside SAP: it creates a document processing object, runs duplicate checks, performs PO matching, drives approval workflow through your existing org structure, and posts to FI or MM without leaving the system. A per page extraction API reads the invoice and hands back structured data. One is a process; the other is a step in it. The honest reading of that table is not that VIM is overpriced. It is that a large share of what VIM costs is workflow, and a large share of what makes an AP team miserable is data entry. If your invoices already flow through an approval process that works, and the pain is a person retyping line items, the extraction layer is the part you are missing, and it does not cost a quarter of a million dollars.
