AI Builder Invoice Processing Pricing After November 2026

Short answer: AI Builder invoice processing is billed per page. On AI Builder credits it costs 32 credits a page, which is $0.016 on the $500 a month add-on, or $16 per 1,000 pages. On Copilot Credits, the currency Microsoft now sells instead, the same page costs 8 credits: $0.08 at pay-as-you-go rates and $0.064 on a $200 prepaid pack. That is $80 or $64 per 1,000 pages, four to five times the old price, and a three-page invoice is billed as three pages.

The date that matters for your budget is probably not November 1, 2026. Microsoft revised its licensing article in September 2026: seeded AI Builder credits in licenses bought or renewed before that day are honored until the end of the contract term. So the flow you run today switches currency at your renewal, and the only question is what it will cost on the other side. How much does AI Builder invoice processing cost?

The invoice model is billed under the same meter as receipts and ID documents. Microsoft publishes both currencies side by side, which makes the jump easy to see.

Two details catch people out. First, the unit is a page, not a document. Microsoft's own example for an agent flow is a three-page file that consumes 24 Copilot Credits. Second, neither currency carries over. Consumption resets on the first of each month, and unused credits are gone.

What happens to AI Builder credits after November 2026?

Microsoft's end of AI Builder credits article lays out two calendars, one for the capacity add-on and one for the credits seeded inside premium licenses.

There is no automatic conversion. Microsoft states plainly that it will not translate AI Builder credits into Copilot Credits and that there is no exchange ratio between them. Instead, flows run in a dual mode: they spend AI Builder credits first, fall back to Copilot Credits when those run out, and fail when both are gone. Microsoft's own credit management article, last revised in January 2026, still says seeded credits are removed on November 1, 2026, and plenty of third-party pages repeat that. The licensing overview and the end of credits calendar, both revised in September 2026, say contract term, and they are the ones to plan against.

What an invoice flow costs per month, before and after the switch

Here is the same monthly volume priced five ways. The AI Builder add-on is sold in blocks of 1,000,000 credits, which covers 31,250 invoice pages, so a small team pays for the whole block. Prepaid packs are rounded up to whole packs of 25,000 credits (3,125 invoice pages each).

A few honest notes on that table. The Azure column is the prebuilt invoice rate of $10 per 1,000 pages from Microsoft's Retail Prices API, and it is the cheapest raw meter on the list, but it is an API: you build and maintain the HTTP calls, parsing and export yourself. Our Starter and Plus figures assume the faster Base model (2,500 and 10,000 pages a month). On the Pro model, which is our most accurate, Starter covers 500 pages and Plus covers 2,000. The AI Builder add-on looks cheap at 50,000 pages, but after November 1, 2026 nobody can buy or renew one, so that column is a countdown rather than an option.

If you are working out what your existing seats already cover: five Power Automate Premium licenses seed 25,000 AI Builder credits a month, which is 781 invoice pages. Microsoft caps seeded credits from user licenses at 1,000,000 per tenant.

Does AI Builder use Copilot Credits?

Yes, in two situations. AI Builder actions inside Copilot Studio agents and agent flows always spend Copilot Credits. In Power Automate cloud flows and Power Apps, AI Builder spends AI Builder credits first and switches to Copilot Credits when there are none left or the environment is in overage. One trap: if you convert a classic cloud flow into an agent flow, its AI Builder actions can only spend Copilot Credits from then on, even if you still hold AI Builder credits.

The fallback pattern that doubles the bill

Microsoft's own documentation for the invoice model recommends combining it with a custom document processing model: call the prebuilt model, and if a field such as the invoice total comes back with a confidence score below 0.65, send the same file to a custom model trained on your problem vendors. It is a sensible way to lift accuracy. It is also two billable calls on the same page.

The interesting row is the second one. Custom document processing was always the expensive model, so it gets the smallest increase, while the prebuilt invoice model, the one most AP flows use, gets the largest. A flow that sends every low-confidence invoice through both models pays $0.16 per page on pay-as-you-go Copilot Credits, which is $160 per 1,000 pages for the invoices that need the second pass.

What happens when the credits run out mid-month?

The flow stops extracting. When an environment has used more AI Builder credits than it holds, it tries Copilot Credits; if there are none, AI Builder actions fail with EntitlementNotAvailable or QuotaExceeded errors until the first of the next month. Overage itself is never billed, and it only blocks the environment that ran over, not the whole tenant.

What makes this awkward for an AP team is the timing. Microsoft says consumption is computed "ideally on a daily basis" but can be delayed by five or more days, and the decision to fall back or block is based on the last computation. So a busy week can run past the allocation without anything happening, then invoices start failing all at once when the count catches up. Nothing emails the AP clerk. The first sign is usually a vendor asking why a bill has not been entered, which is why teams that run invoice capture through flows often put monitoring on data freshness for the table the flow writes to, so an empty day raises an alert before a late fee does.

Can AI Builder extract line items from invoices?

Yes. The prebuilt invoice model returns an Items list with amount, date, description, quantity, product code, tax, tax rate, unit and unit price for each line, each with a confidence score. It also returns 31 header fields, from vendor name and invoice ID to remittance address and payment terms, plus payment and tax detail lists. The limits worth knowing before you plan volume: JPEG, PNG or PDF only, 20 MB per file, pages no larger than 17 x 17 inches, only the first 2,000 pages of a PDF are processed, and each environment is throttled to 360 document processing calls per 60 seconds across the invoice and receipt models together. English (United States) is supported. Spanish is listed only as Spanish (Spain), so check invoices from Mexican suppliers before relying on it.

Is AI Builder being discontinued?

No. The AI Builder features, including invoice processing, stay supported in Power Apps, Power Automate and Copilot Studio. What is being retired is the AI Builder credit as a way of paying for them. From your renewal onward, the invoice model is the same model at the Copilot Credit price.

Your options before the renewal date

1. Stay on AI Builder and buy Copilot Credits. Nothing in the flow changes. Budget $64 to $80 per 1,000 invoice pages and allocate credits to the environment so it does not fall into overage. This is the right call at low volume inside a Power Platform shop, where a few hundred pages a month costs less than any rebuild.

2. Call Azure Document Intelligence directly. Same prebuilt invoice schema, $10 per 1,000 pages, with commitment tiers below that from 20,000 pages a month. You swap the AI Builder action for an HTTP call to your own Azure resource and parse the JSON yourself. 3. Move invoice capture out of the flow. If the flow exists only to turn vendor PDFs into rows in Excel, SharePoint or your accounting system, a dedicated extractor does that job at a flat monthly price.
